A decision by the Bucks County Board of Elections could mean that we might have to wait to learn the results of the race between incumbent Democrat Patrick Murphy and challenger Mike Fitzpatrick.</p><p>At issue are at least 8,000 absentee ballots. On Friday, the Republican-controlled elections board voted to sequester the ballots until they can investigate the allegations. If the election is as close as it was in 2006 – Murphy beat Fitzpatrick by 1518 votes – and the <a
href="http://elections.nytimes.com/2010/forecasts/house/pennsylvania/8" onclick="return TrackClick('http%3A%2F%2Felections.nytimes.com%2F2010%2Fforecasts%2Fhouse%2Fpennsylvania%2F8','polls')" rel="nofollow" target="_blank">polls</a> showing a close race are accurate, then those ballots could swing the election.</p><p>The Allentown Morning Call <a
href="http://www.mcall.com/news/local/elections/mc-bucks-absentee-ballots-20101029,0,5932870.story" onclick="return TrackClick('http%3A%2F%2Fwww.mcall.com%2Fnews%2Flocal%2Felections%2Fmc-bucks-absentee-ballots-20101029%2C0%2C5932870.story','reported')" rel="nofollow" target="_blank">reported</a> Friday that Republicans allege Democrats improperly solicited absentee votes using a misleading mailer. While not illegal, the mailer <a
href="http://tpmmuckraker.talkingpointsmemo.com/2010/10/pa_elections_board_to_sequester_absentee_ballots_after_dueling_fraud_claims.php" onclick="return TrackClick('http%3A%2F%2Ftpmmuckraker.talkingpointsmemo.com%2F2010%2F10%2Fpa_elections_board_to_sequester_absentee_ballots_after_dueling_fraud_claims.php','purported')" rel="nofollow" target="_blank">purported</a> to be from the non-existent Pennsylvania Voter Assistance Office and directed voters to return the application for an absentee ballot in time or lose the ability to vote. The GOP also alleges that canvassers solicited absentee ballots by filling out ballots for people and getting them to sign other family members’ names. The Morning Call reported that the Republican Party is challenging all 270 ballots generated by the mailer.</p><p>Murphy and the Democratic Party counter that Republicans are engaging in illegal voter suppression and fraud. The day before the Bucks County Board of Elections meeting, Murphy put out a <a
href="http://www.patrickmurphyforcongress.com/release_details.asp?id=127" onclick="return TrackClick('http%3A%2F%2Fwww.patrickmurphyforcongress.com%2Frelease_details.asp%3Fid%3D127','press+release')" rel="nofollow" target="_blank">press release</a> accusing the Fitzpatrick campaign of instructing voters to forge the signatures of students away at college on absentee ballots. The Murphy campaign is also alleging voter suppression because six times as many ballots from Democrats as Republicans have been rejected in Bucks County.</p><p>On Monday, Murphy fired the latest salvo, issuing another <a
href="http://www.patrickmurphyforcongress.com/release_details.asp?id=129" onclick="return TrackClick('http%3A%2F%2Fwww.patrickmurphyforcongress.com%2Frelease_details.asp%3Fid%3D129','press+release')" rel="nofollow" target="_blank">press release</a>, including a pair of YouTube videos, with statements from 16 voters, including war veterans, claiming that they were victims of voter suppression.</p><p>The Board of Elections did vote to extend the deadline to request an absentee ballot from the original date of 5 p.m. Friday to 8 p.m. Election Day. The influential and connected operative has been with Murphy since his first run for Congress in 2006. He&#8217;s going to stay with Murphy until after his Nov. 2 rematch against Republican Mike Fitzpatrick.</p><p>And Congressman Charlie Dent (R-15) has a new TV ad. Even with that skepticism, there were some complaints both here and <a
href="http://www.bucksright.com/seiu-push-poll-can-only-put-murphy-up-slightly-6154" onclick="return TrackClick('http%3A%2F%2Fwww.bucksright.com%2Fseiu-push-poll-can-only-put-murphy-up-slightly-6154','on+the+blogosphere')" target="_blank">on the blogosphere</a> that we still gave it too much credence.</p><p>Well, we recently got our hands on much more data from the poll, which was commissioned by a liberal-leaning veterans&#8217; organization and a labor union—groups that obviously favor Murphy.</p><p>While it&#8217;s always a question how pollsters select and weight their samples of likely voters, the methodology by Harstad Strategic Research appears to be more than Kosher. The questions aren&#8217;t designed to sway respondents one way or another. Others questioned the results because they came from a Democratic poll firm, commissioned by Democratic-leaning groups. But that&#8217;s the nature of all internal polling, and we&#8217;re in the business of reporting these results.</p><p>And while our headline appeared to peeve some people by describing the poll as &#8220;third-party,&#8221; that description is only meant to imply that neither campaign commissioned the survey itself.</p><p>This isn&#8217;t to say the poll is right or wrong. It found a more narrow margin in the race than any public or private poll reported to date.</p><p>But it&#8217;s legit.</p><p>You can check out <a

That&#8217;s a leader larger than the ones documented recently by both candidates&#8217; internal polling. Fifteen percent of likely voters are still undecided, and Fitzpatrick&#8217;s lead is smaller when all registered voters are polled, but remains formidable at 10 percent.</p><p>The poll&#8217;s release comes as the Bucks County district is increasingly seen as a fierce battleground by political forecasters and insiders. Murphy, sporting a large financial advantage, has been advertising heavily in the expensive Philadelphia media market. But only 37 percent of voters in the district rate President Obama&#8217;s job performance positively, and Murphy has become very much tied to the White House in the minds of many voters.</p><p>Almost half of registered voters in the district believe it&#8217;s time for a change after two terms from Murphy.</p><p>The survey of 464 voters, conducted Sept. 14-19, had a margin of error of 4.5 percent.
