AMDT.) # 214, a measure to prohibit funds for the  Department of Education Regulations on Gainful Employment. The  Department of Education’s Gainful Employment regulations are a  controversial regulatory process that would impose arbitrary  requirements on proprietary schools, deny access to students and  undermine the strength of the American workforce.</p><p>Thompson  has been one of the most outspoken members of Congress on this issue,  originally requesting the Department of Education to <a

Thompson’s floor remarks.</strong><strong><em> </em></strong></p><p><strong><em>Floor statement </em></strong><em>as prepared for delivery:</em></p><p>Thank you, Mr. Chairman.</p><p>Mr. Speaker, I rise in support of House Amendment # 214.</p><p><em>The  president has promoted a policy to have five million new college  graduates by 2020. I commend the president for that goal. However, I  have to stop and wonder. How are we going to achieve the mission if the  Department of Education is going to put up roadblocks such as the  proposed rules for gainful employment?</em><em></em></p><p>The  reality is that, career colleges serve many different purposes for  people of all walks of life. This isn&#8217;t an issue of black and white,  Republican or Democrat. This is an issue of access to education.</p><p>I  represent a very rural district in Pennsylvania, and many of my  constituents don&#8217;t have access to a community college and they live a  significant distance from any university. My schools have sprung up out  of necessity. Many students in Pennsylvania choose these schools because  of their convenience. They realize that career colleges offer course  work for all types of work to accommodate the busy schedules we all  have. They realize that life does not just stop for four years so you  can go to a school. href="http://blog.constitutioncenter.org/" onclick="return TrackClick('http%3A%2F%2Fblog.constitutioncenter.org%2F','http%3A%2F%2Fblog.constitutioncenter.org')" target="_blank">http://blog.constitutioncenter.org</a>.   The blog views current events through  the lens of the Constitution and uses the Center’s unique resources to  illuminate the Constitution’s modern relevance, encouraging readers to  join in  the conversation.</p><p>Coverage  of the State of the Union Address will include live blogging by National   Constitution Center Chief Interpretive Officer Dr. Steve Frank, analysis  of the  accuracy of the President’s address by FactCheck.org, reader polls, and  more.</p><p>&#8220;No online site will have  better  experts, stronger analysis, or more timely insights on the increasingly  critical  role the Constitution plays in public discourse than our blog, <em>Constitution  Daily</em>,” said David Eisner,  President and CEO of the National Constitution Center.  “And  the best part is that our  21<sup>st</sup> century format will create a public forum where anyone  can  engage in a meaningful conversation about constitutional  issues.”</p><p><em>Constitution Daily</em> features posts written by  the staff  of the National  Constitution Center, as well as accomplished authors,  scholars, and partners.  During the  blog’s alpha phase, special  guest bloggers included: <em>author  and contributor to CNN and </em><em>The  Daily Beast</em><em> </em><em><strong>John  Avlon</strong></em><em>; </em>Supreme  Court  correspondent for the <em>New York Times</em> <strong>Adam Liptak</strong>;<em> </em><em><strong>Dr.  Rogers M. Brendan Boyle, D-Phila./Montgomery  is reminding residents that the deadline to apply for a Property  Tax/Rent Rebate is Dec. 31.</p><p>The  program offers eligible seniors, the disabled and widows and widowers a  rebate on property taxes or rent paid in 2009.</p><p>&#8220;My  offices can help residents find out if they qualify for the program,  provide applications and assist with filling out the application,&#8221; Boyle  said. &#8220;Those who received a Property Tax/Rent Rebate for 2008 already  should have received an application for 2009.&#8221;</p><p>Boyle  said applications for the program can be obtained by contacting one of  his constituent service offices at 215-342-1700 for his Rising Sun  Avenue office or 215-676-0300 for his Bustleton Avenue office.  Applications are also available through the Philadelphia Corporation on  Aging, which can be reached at 215-765-9040, the Montgomery County Area  Agency on Aging, which can be reached at 610-278-3601, or the state  Department of Revenue through its website, <a

Critz (PA-12) announced  today that Congress has passed the most significant improvements to  child nutrition programs in more than 30 years – the Healthy,  Hunger-Free Kids Act, which provides $4.5 billion over the next 10 years  to reduce childhood hunger and childhood obesity.</p><p>This legislation, which is fully paid for, will  improve the nutritional quality of meals to promote children’s health  and reduce childhood obesity while increasing access to nutrition  programs to reduce childhood hunger.</p><p>“Over 31 million children participate in the National  School Lunch Program, including over 1.1 million children in  Pennsylvania alone,” commented Critz.  “With this important legislation,  our kids will benefit from increased resources to improve school meal  quality, expanded access to nutritious food, and updated nutrition  standards to remove junk food and drinks from school vending machines.”</p><p>The Healthy, Hunger-Free  Kids Act passed the House 264-157.  It now heads to the President for  his signature.</p><p><span
style="text-decoration: underline;">Focusing on Nutrition Quality to Improve  Children’s Health and Reduce Childhood Obesity:</span></p><ul><li>Improves the nutritional quality of  school meals by increasing the federal reimbursement rate for school  lunches – the first reimbursement rate increase in more than 30 years –  helping schools provide children with healthier meals.</li><li>One  landmark provision in the bill requires the U.S. Department of  Agriculture to develop science-based nutrition standards for all foods  sold on a school campus during the school day – significantly reducing  the availability of high calorie junk foods and sugary beverages.</li><li>Connects more children to healthy  produce from local farms by helping communities establish farm-to-school  programs, create school gardens and use more local foods in school  cafeterias.</li></ul><p><span

isPermaLink="false">http://www.pa2010.com/?p=9754</guid> <description><![CDATA[<p>News for Immediate Release</p><p>Nov. 12, 2010</p><p>Department of Health Urges Pennsylvanians to Get Immunized Against Whooping Cough; Clinics Slated in Clarion, Venango Counties</p><p>Harrisburg &#8211; With some areas of the state seeing an increase in whooping cough, known medically as pertussis, the Department of Health urges all Pennsylvanians, to ensure they are protected against the vaccine-preventable disease.</p><p>Starting Nov. 16, the Department will hold public vaccination clinics in Clarion and Venango counties, where cases&#8230;</p>]]></description> <content:encoded><![CDATA[<p>News for Immediate Release</p><p>Nov. 12, 2010</p><p>Department of Health Urges Pennsylvanians to Get Immunized Against Whooping Cough; Clinics Slated in Clarion, Venango Counties</p><p>Harrisburg &#8211; With some areas of the state seeing an increase in whooping cough, known medically as pertussis, the Department of Health urges all Pennsylvanians, to ensure they are protected against the vaccine-preventable disease.</p><p>Starting Nov. 16, the Department will hold public vaccination clinics in Clarion and Venango counties, where cases of pertussis have been rising.</p><p>Pertussis is an infection of the respiratory system and is characterized by severe coughing spells that end in a &#8220;whooping&#8221; sound when the person breathes in.</p><p>The pertussis vaccine is recommended for all children. Because immunity from the vaccine fades over time, most adolescents and adults are susceptible to the disease. In addition to the typical childhood series of pertussis immunizations at 2, 4, 6, 15-18 months and a booster at 4-6 years, the Department of Health recommends the adolescent-adult pertussis vaccine, Tetanus/Diphtheria/Pertussis, or Tdap, booster for:</p><p>*       individuals 10-64 years of age who are not fully immunized;<br
/> *       women of childbearing age, before or immediately after pregnancy;<br
/> *       people who have contact with pregnant women or infants too young to have received a full series of vaccinations; and<br
/> *       all family members and caregivers of infants.</p><p>Individuals should talk to their health care provider to discuss their current vaccine status or request the vaccine.</p><p>The first symptoms of whooping cough are similar to those of a common cold including runny nose, sneezing, mild cough and low-grade fever. After about one to two weeks, the dry, irritating cough evolves into coughing spells that can last for more than one minute and can lead to vomiting.</p><p>For more information about immunizations, visit <a

rel="nofollow" href="http://www.commonwealthfoundation.org/track/trackurl.asp?q=rtlncwhaqqmd" onclick="return TrackClick('http%3A%2F%2Fwww.commonwealthfoundation.org%2Ftrack%2Ftrackurl.asp%3Fq%3Drtlncwhaqqmd','Union+Pension+Bailout+%26amp%3B+Generational+Theft')" target="_blank">Union Pension Bailout &amp; Generational Theft</a></span><em> </em></h3><p><em>Pennsylvania&#8217;s largest public pension plans—Public School   Employees Retirement System (PSERS) and State Employees Retirement   System (SERS)—are severely underfunded. But instead of reforming the   defined-benefit pension system and paying down these liabilities, House   Bill 2497 would defer pension payments and increase the unfunded  liability by tens of billions of dollars in lost investments and   interest. Simply put, HB 2497 is generational theft—forcing our children   and grandchildren to pay for Harrisburg&#8217;s fiscal irresponsibility and a   union pension bailout.</em></p><p><strong><span
style="text-decoration: underline;">Just How Large is the Pension Problem? </span></strong></p><ul><li>Taxpayers paid $843 million in pension contributions to PSERS and   SERS in Fiscal Year 2009-10.  In Fiscal Year 2012-13 those contributions   are scheduled to increase to <strong><span
style="text-decoration: underline;">$5.8 billion.</span></strong></li><li>This represents an effective <a
rel="nofollow" href="http://www.commonwealthfoundation.org/track/trackurl.asp?q=6ntacg1taolo" onclick="return TrackClick('http%3A%2F%2Fwww.commonwealthfoundation.org%2Ftrack%2Ftrackurl.asp%3Fq%3D6ntacg1taolo','%241%2C360+increase+in+state+and+local+taxes')" target="_blank"><strong>$1,360 increase in state and local taxes</strong></a> per homeowner/household.</li></ul><p><strong><span
style="text-decoration: underline;">How Did We Get Into this Mess?</span></strong></p><ul><li>Pennsylvania&#8217;s generous public pensions are leveraged as political   capital by politicians with powerful special interests, especially the   state and school employee labor unions. Over time, these pensions have   been financially manipulated to give the illusion of affordability and   sustainability.</li><li>Pensions for public school employees and state employees, including   legislators and judges, will require higher taxpayer contributions   beginning in 2012 due to:<ul><li><strong>Losses in the stock market </strong>in 2001-03 and 2008.</li><li>Reduced taxpayer contributions as a result of <strong>deferring pension payments </strong>into the future in 2003 (a mistake HB 2497 would repeat).<strong> </strong></li><li>Generous benefit enhancements—a 50% increase for legislators and 25% for teachers—in 2001.</li></ul></li></ul><p><strong><span
style="text-decoration: underline;">Why the Urgency to Pass this &#8220;Non-Reform&#8221;?</span></strong></p><ul><li><a
rel="nofollow" href="http://www.commonwealthfoundation.org/track/trackurl.asp?q=sdyasttaeqfi" onclick="return TrackClick('http%3A%2F%2Fwww.commonwealthfoundation.org%2Ftrack%2Ftrackurl.asp%3Fq%3Dsdyasttaeqfi','Public+employee+unions+helped+craft')" target="_blank">Public employee unions helped craft</a> HB 2497 and have spent millions in lobbying and campaign contributions to push this non-reform.</li><li>HB 2497 offers some benefit changes that some may celebrate as &#8220;reform.&#8221;</li><li>HB 2497 offers short-term political benefits—lower pension   payments—by allowing lawmakers to procrastinate making the necessary   tough decisions about how to fund pensions.</li><li>Those pushing the legislation hope to rush it through under   lame-duck Gov. Ed Rendell, before a new administration—which would   likely support real pension reform—takes office.</li></ul><p><strong><span
style="text-decoration: underline;">Key Facts about HB 2497</span></strong></p><ul><li>HB 2497 retains the current defined-benefit pension system that is   subject to political manipulation and deal making.<ul><li>Politicians claim the bill would &#8220;save&#8221; money over the next 14 years—but these savings <a
rel="nofollow" href="http://www.commonwealthfoundation.org/track/trackurl.asp?q=tmddd2aou4Bo" onclick="return TrackClick('http%3A%2F%2Fwww.commonwealthfoundation.org%2Ftrack%2Ftrackurl.asp%3Fq%3Dtmddd2aou4Bo','come+from+paying+less+into+the')" target="_blank">come from paying less into the</a> fund.  It is like &#8220;saving&#8221; money by not paying your monthly mortgage payment.</li><li>After 14 years of &#8220;savings,&#8221; <strong><em>taxpayers</em></strong> <strong><em>will have to pay more</em></strong> from 2026-2042.</li></ul></li><li>HB 2497 dramatically increases the unfunded liability in the pension systems (as shown in the chart from PSERS).</li><li>Taxpayer costs could be much higher because the estimated costs of  HB 2497 are based on wishful thinking:<ul><li>The plans will earn 8% per year on their assets (private sector pensions currently use assumptions in the range of 5-6%).</li><li>Policymakers will adhere to the schedule of increased future contributions, and not defer these once again.</li><li>There will be no benefit increases or Cost of Living Adjustments.</li></ul></li><li>HB 2497 would reduce the benefits under the existing pension plan for new hires.<ul><li>While lower benefits reduce future costs, it retains the current   system that is ripe for political manipulation. Policymakers can always   retroactively improve benefits and defer liabilities.</li></ul></li><li>HB 2497 creates risk-sharing for new employees who will pay more  into the funds with investment losses.<ul><li>This would lower costs over time, but also opens up a dual benefit   plan between existing and new employees that will be the focus of future   union lobbying.</li></ul></li></ul><p><img

style="text-decoration: underline;"><br
/> Why Not A Defined Contribution Retirement Plan for Public Employees?</span></strong></p><ul><li>Only by moving to a defined-contribution retirement plan, like a   401(k), can we remove the politics from public pensions and give   taxpayers more affordable and predictable costs.</li><li><a
rel="nofollow" href="http://www.commonwealthfoundation.org/track/trackurl.asp?q=ita0shansbau" onclick="return TrackClick('http%3A%2F%2Fwww.commonwealthfoundation.org%2Ftrack%2Ftrackurl.asp%3Fq%3Dita0shansbau','SB+566')" target="_blank">SB 566</a> would create a defined contribution plan for new employees in which the   employer (the state, school districts, and local governments) would   contribute 6% of salary into a retirement fund owned by employees.    Employees would also contribute 6% of their salaries.</li><li>The Senate legislation has 18 cosponsors and Republican gubernatorial nominee <a
rel="nofollow" href="http://www.commonwealthfoundation.org/track/trackurl.asp?q=arreorrag7qi" onclick="return TrackClick('http%3A%2F%2Fwww.commonwealthfoundation.org%2Ftrack%2Ftrackurl.asp%3Fq%3Darreorrag7qi','Tom+Corbett+has+campaigned+on+adopting+a+defined+contribution+plan')" onclick="return TrackClick('http%3A%2F%2Fwww.commonwealthfoundation.org%2Ftrack%2Ftrackurl.asp%3Fq%3Darreorrag7qi','real+pension+reform')" target="_blank">Tom Corbett has campaigned on adopting a defined contribution plan</a>.</li><li>Pennsylvania voters support moving to a defined contribution plan, as most of the private sector already has, <a
rel="nofollow" href="http://www.commonwealthfoundation.org/track/trackurl.asp?q=tcedqrgocopo" onclick="return TrackClick('http%3A%2F%2Fwww.commonwealthfoundation.org%2Ftrack%2Ftrackurl.asp%3Fq%3Dtcedqrgocopo','according+to+a+poll')" onclick="return TrackClick('http%3A%2F%2Fwww.commonwealthfoundation.org%2Ftrack%2Ftrackurl.asp%3Fq%3Dtcedqrgocopo','50%25+or+more+of+voters')" target="_blank">according to a poll</a> from April 2010 (see table below).</li></ul><table
