12th District notes: Hanna on the process, the delegates
More details have emerged about Democrat Barbara Hafer’s criticism of her party’s process for picking a special election candidate in the 12th Congressional District, courtesy of our good friends at Capitolwire.
The subscription-only news service obtained a memo from southwest caucus chair Jack Hanna to two top party officials, as well as an e-mail from Hafer herself to Gov. Ed Rendell. The memo from Jack Hanna to state party chairman T.J. Rooney and executive director Mary Isenhour, dated Feb. 17 contained suggestions about the process for choosing a candidate. Some of them allude to concerns later voiced by Hafer, and Hanna told Capitolwire that he had “gone on the record objecting” to the current process, a contention rejected by a party spokesman.
“I had the same concern Barbara Hafer did and I told them that when we talked about it, and they know how I felt,” Hanna said.
In her e-mail to Rendell, Hafer called the process “flawed, undemocratic and non-transparent” for allowing delegates directly appointed by county party chairs to outnumber elected state committee members. She said that “an immense amount of pressure is being applied to these chairpersons to force them to appoint delegates that would vote only for certain candidates.”
“The essential problem here is that the will of the people, as expressed by the votes of our forty-three state committee members, will be overridden by fifty-seven non-elected delegates,” Hafer wrote. “The fifty-seven delegates selected by the county chairs are neither known nor is the process for their selection known. Who are these people? Governor, we cannot afford to allow the fate of such an important congressional district to be decided through backroom deals and negotiations. I ask you to please intervene in this process before it is too late and to please place this election back in the hands of our forty-three state committee members.”
Meanwhile, her question of “who are these people” was answered Thursday, with the release of the full delegate list by the state party.

Very interesting. As a Democratic County Chair who sits on the state party’s executive committee, I have to say I am ignorant to this process. Thanks for raising the issue as it clearly is something more of us involved with the state party should be aware of.
We will be asked to vote on March 8th for one of the candidates and I can say that one side is far outworking the other in their outreach. I will be relying on recommendations mad by those in the 12th district, but I sure want to know that the deck has not been stacked.
I respect Jack Hanna on many levels, even as I don’t always agree with his analysis. I’ll be interested in hearing his take.

One of the issues with people from State comittee is some of them don’t live in the 12th district. Most if not all of the people picked by the county chairs do. There is no perfect way to do this. Whoever doesn’t get picked will cry foul and use that as the reason to have a contested primary.

ANY process that has more people appointed rather than elected by some defined process is inherently flawed.

In Somerset County, a mini convention was held of all the committee people in the 12th district. The delegates from our county were all approved by the members present. We voted upon whom we would support at the convention and whether our votes would be split or “winner takes all”. Two of our delegates were elected state committee people, one was our county chairman (elected) and the other two were appointed by the committee. I want to note, though, that ALL FIVE are elected members of the Somerset County Democratic Committee. There were no backroom deals in Somerset County.
