It went under Act 47 supervision when Onorato became Executive. He did change the status quo. Pittsburgh is still operating under supervision. The status quo in Pennsylvania is that we are not yet bankrupt despite Ed's best efforts so I guess Beer Tax Onorato will change the status quo and put the entire state under bankruptcy supervision.
